Assault with a Deadly Weapon with an Alleged Gang Enhancement, Conspiracy

Oakglen Avenue, NipomoVictim Information: N/ASuspect Information: Javier Chang, (DOB: 9-10-95), Nipomo Noe Chang Leon, Jr.,(DOB: 9-27-91), Nipomo Francisco Encinas Mendoza, (DOB: 11-16-95), NipomoOn 1-22-15 the Sheriff's Office received a report involving several men fighting in the 200 block of S. Oakglen Avenue in Nipomo.
Deputies responded and contacted a victim who had been assaulted by several men in the street. During the investigation, three men returned to the scene and were identified as suspects, were detained and then later arrested. The victim was treated and released from a local hospital with serious injuries.
The on-going investigation has revealed the victim drove by several men standing in the street. As he passed, the men poured beer on his car and he stopped. As he got out of his vehicle he was attacked by the men. As he fled the attack, one of the men drove off in his car. The vehicle was recovered later near the scene.
Arrested at the scene were 19-year-old Javier Chang of Nipomo, 23-year-old Noe Chang Leon, Jr., of Nipomo and 19-year-old Francisco Encinas Mendoza of Nipomo. All three were arrested for assault with a deadly weapon with an alleged gang enhancement and conspiracy.
Investigators believe the incident is gang related however the victim is not a gang member. The investigation is ongoing. No additional information will be released at this time.
