COMMENTS: There are two outstanding felony warrants for Failure to Register as a Sex Offender, from the San Luis Obispo Sheriff’s Department and the Red Bluff Police Department.

May 19, 2006

Attempted Murder
Stabbing incident occurred in the 600 block of Lucerne, Cayucos on April 16, 2006 at 12:05 a.m.

As a result of the investigation, on Wednesday, May 17, 2006, arrest warrants were issued for the following suspects.

Tyler Ragar Troutner, 19 years, of San Luis Obispo
Monte Lee Garrison, 19 years, of San Luis Obispo
Terance Anthony Carter, 19 years, of San Luis Obispo

On Wednesday, May 17, 2006 at 6:00 p.m., Monte Lee Garrison was located at 2945 McMillan Road, San Luis Obispo, and was taken into custody without incident. He was later booked into County Jail for attempted murder, two counts of assault with a deadly weapon, and three counts of battery with serious bodily injury.

On Friday, May 19, 2006 at 3:15 p.m., Tyler Ragar Troutner turned himself in to Sheriff’s Detectives. He was later booked into County Jail for attempted murder, and assault with a deadly weapon. His bail was set at $500,000.

On Sunday, May 19, 2006 at 10:00 p.m., Terance Anthony Carter turned himself in to Sheriff’s Detectives. He was later booked into County Jail for attempted murder, and assault with a deadly weapon. His bail was set at $500,000.

Douglas Sanford Swift II

DOB: 9-24-54 Height: 6' 01" Weight: 202 lbs
Hair: Brown Eyes: Blue S/M/T: Scar chest and L/Leg

Mr. Swift has a $10,000 felony probation violation warrant (F343496) for Failure to Register as a Sex Offender (290PC), as well as two other misdemeanor probation warrants for Insufficient Funds (476A(a)PC M346413) and Driving with a Suspended/Revoked License (14601 VC M349055). Mr. Swift is known to frequent the mobile home parks along Los Osos Valley Road in Los Osos.

Mr. Herriford last registered in the Megan’s Law database in 1995 as being a transient in the Cambria area. There are two outstanding felony sex crime arrest warrants, totaling $30,000, under case numbers F225945 and F298846.
